Industrial Policy in South Africa. Targets Constraints and Challenges

This paper examines the industrial policy in South Africa, which is Africa's most developed and industrialized economy. Issues relating to the role of industrial policy are raised and the significant institutional capacity constraints facing South Africa in effecting industrial policy are discussed. It is argued that the institutional requirements for designing and implementing an effective industrial policy are demanding. An industrial policy that takes account of and works within constraints and institutional limitations is proposed.
